The closing event of the Licences for Europe stakeholder dialogue, brokered by the European Commission, will take place today in Brussels. The dialogue was jointly led by Commissioners Michel Barnier (Internal Market and Services), Neelie Kroes (Digital Agenda) and Androulla Vassiliou (Education, Culture, Multilingualism and Youth).

8 November, the largest information and communications technology (ICT) event in Europe, ICT2013: Create, Connect, Grow, ended. It had more visitors than any other event of the Lithuanian Presidency of the EU Council.

Kaunas University of Technology (KTU) and agricultural cooperative Pienas LT have signed an agreement under which Pienas LT established grants worth LTL 36,000 (EUR 10,400) for four KTU students.

The world's first mobile e-nose designed to determine the freshness and quality of meat, poultry, and fish is being developed by the Lithuanian company ART21, in cooperation with Kaunas University of Technology. The product was presented at the largest information and communications technology event in Europe, ICT2013, which took place on 6–8 November.

On Thursday, during the ICT 2013: Create, Connect, Grow conference in Vilnius, which was organized by the European Commission, the Ministry of Transport and Communications, and the Ministry of Foreign Affairs, a memorandum of cooperation regarding the creation of the National Digital Coalition in Lithuania was signed.

Artists and cultural professionals facing financial difficulties in today's harsh economic climate will be able to get funding more easily thanks to a new loan-guarantee facility set up as part of the Creative Europe programme agreed by Parliament and Council and endorsed on Tuesday by the culture committee.

Funds remaining in the budget due to decreasing number of pupils will remain in education system and will be allocated to municipalities in Lithuania.

The new €14 billion Erasmus+ education programme for 2014-2020, approved by the Culture and Education Committee on Tuesday, will enable over 5 million young people to go to other countries to study, train and join in voluntary activities including sport. In future, it will fund scholarships for non-university students, and back loan guarantees schemes for master's degree ones. It should also ensure that grants are paid faster.

On Wednesday, November 6, President Dalia Grybauskaitė will open one of the biggest Lithuanian EU Presidency events - the European conference on information and communications technology "ICT2013: Create, Connect, Grow". Around 5,000 participants from all over the world are expected at the event.
