The Council discussed Libya following the visit by the High Representative Federica Mogherini to the country on 14 July, where she inaugurated the premises of the European Union Delegation in Tripoli. EU foreign ministers welcomed the return of a permanent physical EU presence in Libya, which highlights the importance of the EU's work for the stability, security and prosperity of the country.

President Dalia Grybauskaitė took part in a three-party format meeting of NATO-Ukraine-Georgia. The meeting, attended by Ukrainian of Georgian presidents, expressed strong support to the territorial integrity and sovereignty of the two countries as well as to their aspiration to become members of the Alliance.

On 4 July, Minister Linas Linkevičius met with the European Chief Negotiator for the United Kingdom Exiting the European Union, Michel Barnier, in Vilnius to discuss the main Lithuanian interests in Brexit negotiations – Lithuanian citizens residing, working and studying in the United Kingdom should retain their rights and social guarantees, and the principles unifying the EU should stay in place. Lithuanian priorities in future EU-UK relations were discussed too.
