According to Ambassador Raimonda Murmokaitė, Permanent Representative of Lithuania to the UN who chaired the meeting, information technology has become an integral part of everyday life, thus, cyber-attacks, use of the internet to spread hate and propaganda, attacks on key strategic infrastructure pose a very real threat and we must fight it.
"Although there are various different approaches to deal with these threats, there is also a difference of opinion on who should take responsibility; there is a common understanding that a certain level of stability, security and confidence is needed. Confidence-building measures may be the first step towards transparency and cooperation as well as prevention of the escalation of conflicts between nations," said Lithuania's Permanent Representative.
Representatives of the Organization for Security and Co-operation in Europe, the Organization of American States and the Association of Southeast Asian Nations presented regional perspectives on confidence-building measures. The discussion was attended by more than 80 diplomats of the United Nations, the Secretariat and representatives of non-governmental organizations.
