The intergovernmental agreement covers the procedure of using the dedicated military areas, arrival and departure of the German Armed Forces, their mobility within Lithuania, legal validity limits, security measures, permissions to establish the German Armed Forces’ education institutions in Lithuania troops, opportunities for German troops and civilian personnel to get healthcare services, and other topics. The document defines procedures of the arrival and departure of the German military personnel in and from Lithuania, access to Lithuania’s military infrastructure objects, and other practicalities.
The agreement was signed in Berlin last year on September 13 and ratified by the Seimas on October 3.
Lithuania and Germany signed the Roadmap Action Plan in December 2024 , the document continues to be the key guidelines for the project of stationing of the German brigade in Lithuania. Last April, the Initial Command Element of the German Brigade deployed in Vilnius, military campus constructions were kicked off at the Rūdninkai Training Area, other preparations of military and civilian infrastructure are continuing.
The number of German troops in Lithuania is gradually increasing and will reach 500 till the end of the year. Lithuania will welcome signal, headquarters and service companies, as well as medical and logistical units this year. They will be housed in temporary infrastructure in Nemenčinė and Rokantiškės. The target is to have key Brigade units with all enablers stationed by 2027.
