Lithuania has received the Ukrainian opposition activist, leader of the AutoMaidan protest Dmytro Bulatov, who is undergoing medical treatment and has clear signs of long term torture and cruel treatment on his body. The EU's High Representative for Foreign Affairs and Security Policy Catherine Ashton also expressed similar concerns in the statement of 31 January following her meeting with the Ukrainian opposition.
The European Union has to demand Kyiv to launch a thorough and independent investigation into these and other related offences, and take steps to punish the perpetrators. Ukraine is a party to the United Nations Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment; nevertheless, there have been concerns with implementation of this Convention in the country.
