Several measures were created and successfully applied in order to make the selection of civil servants more transparent and objective, to attract more suitable candidates and help institutions choose the best ones.
For two years, now the candidates to the civil servants' position have to pass the general skills test organised on a centralised basis by the VTD. Candidates move on to the second selection stage, an interview, only if they pass the test. Approximately 80% of them manage to pass it.
The test has revolutionised the selection process. The goal of the test is to assess candidates' learning abilities; verbal and calculation skills; verbal, numerical and logical thinking; general competences such as communication, analysis, reasoning and organisation abilities.
Previously there was no system in place that would help evaluate candidates' suitability to take managing positions in the civil service. The project established a method enabling to evaluate leadership qualities, and since 1 June 2013 the VTD ascertains leadership skills of candidates who seek to assume leading positions in the civil service. 75 % of candidates are assessed positively.
The selection process to the civil service has been modernised. Most processes have been transferred to the electronic sphere, the system now has over 25,000 registered users who may submit applications using the internet, while other information is automatically received from various registers, which has facilitated the work of institutions.
Experts estimate that the new selection process that has entered into force in mid-2013 is at least twice cheaper compared to the old one.
