The National Certificate requirement will not apply only to some critical activities; the Ministry of Health has been tasked with drafting a Government Resolution with the list of the activities by 2 August.
It will also be necessary to establish a procedure whereby health screening for a communicable disease as a result of which a state of national emergency and/or a quarantine has been declared is financed at the expense of the employee or the employer. Vaccination against a communicable disease as a result of which a state of national emergency and/or a quarantine has been declared is compulsory for certain professions.
By 10 August, the Ministry of Social Security and Labour is to submit proposals to the Government for amendments to the legislation stipulating that sickness benefits shall not be paid to persons suffering from a communicable disease as a result of which a state emergency and/or a quarantine has been declared, if they have not been vaccinated against this disease, except in cases when persons cannot be vaccinated for medical reasons.
The Government is implementing COVID-19 response measures based on the available scientific data and forecasts. Therefore, the pandemic management strategy is constantly reviewed, taking into account research results, available tools (tests, precautions, vaccines, etc.) and the situation in the country.
The aim is to apply a regime of quarantine measures that can maximally protect the psychological health and economic activity of the population. At the same time, the aim will be to protect at-risk groups who cannot be vaccinated.
The use of the National Certificate will be a key tool in preventing the spread of the virus, ensuring that the impact of restrictions on vaccinated individuals is kept to a minimum.
