According to Minister of Transport and Communications, Rimantas Sinkevicius, the concrete road which was laid several decades ago has become bumpy and not only causes discomfort but also is unsafe to drive on. Furthermore, traffic density increased almost twice in the last decade, which is also a cause to press on with roadworks. "We propose to Parliament to adopt a resolution to implemented the project based on the public and private partnership, especially taking into account that such projects are favoured by the Government. We also have got experience – Palanga bypass is being constructed this way," the minister said.
According to the minister, if the project is implemented, people will be able to reach their destination safer and faster, vehicle operating costs will drop, local businesses will function better and travel conditions to and from work will be improved.
The project encompasses 72.15 kilometres of Vilnius-Utena road. The partnership agreement should be concluded for 13 years. A private subject that wins the tender and signs the partnership agreement will carry out road planning, reconstruction and surface maintenance work.
The project cost stands at LTL 605 million (EUR 175 million). The private investor would be paid by the state in instalments. The Government is expected to decide on the funding of the project by the end of 2014, whereas roadworks would take place between 2016-2019.
