Regarding cross-border and domestic movements:
The entry of foreigners into the Republic of Lithuania is prevented, except for:
foreigners who are family members of Lithuanian citizens (parents (adoptive parents), children (adopted children), spouses, guardians),
the crew members, who are employed in Lithuanian companies engaged in international commercial transportation, or who carry out international commercial transportation by all the means of transport,
persons entitled to reside in the Republic of Lithuania,
persons enjoying immunities and privileges under the Vienna Convention on Diplomatic Relations (1961) and the Vienna Convention on Consular Relations (1963) and persons serving in NATO and NATO military units and the personnel serving them and their family members as well as the exceptions referred below,
and foreigners who, in exceptional cases, will be allowed entry to the Republic of Lithuania on the basis of an individual permission by a minister holding the jurisdiction in the respective realm, and whose entry has been approved by the Government.
The crew members performing international commercial transportation by all types of vehicles pass through the territory of Lithuania without the necessary stop.
State border crossing shall be carried out at the following international border crossing points:
By road: Kalvarija - Budzisko, Saločiai - Grenstale, Butingė - Rucava, Smėlynė - Medume, Medininkai - Kamenyi Log, Raigardas - Privalka, Kybartai - Chernyshevskoye, Panemunė - Sovetsk, Šalčininkai - Benjekoni, Lazdijai – Ogrodniki;
The entry of persons and/or their private passenger cars into the territory of the Republic of Lithuania is allowed only at the following international state border crossing points: Kalvarija – Budzisko and Saločiai – Grenstale. The entry of diplomatic transport will be allowed at all the road state border crossing points;
In exceptional cases, the entry of persons and/or their cars into the territory of the Republic of Lithuania will be allowed at other international border crossing points, where there is a permission of the Head of the State Border Guard Service under the Ministry of the Interior of the Republic of Lithuania or his authorized person.
By railway: Vilnius railway station, Stasylos - Benjekoni, Kena- Gudagai, Šeštokai – Trakiszki. Border crossing for commercial and/or international freight transportation shall be additionally carried out at the following international state border railway crossing points: Stasylos – Benjekoni, Pagėgiai - Sovetsk, Joniškis - Meitene, Turmantas – Kurcums and Kybartai - Nesterov;
Airports: Vilnius, Kaunas, Palanga and Šiauliai international airports’ border checkpoints;
Sea ports: Pilies, Malkų įlankos, Būtingė oil terminal and Molo border crossing points.
From March 20, 1:00 AM Lithuanian time-zone (00:00 AM Polish time-zone), vehicles, heavier than 7,5 t will not be allowed to cross Lazdijai - Ogrodniki border checkpoint. All other vehicles, lighter than 7,5 t, will not be affected and will be able to cross Lazdijai - Ogrodniki border checkpoint.
Transportation of passengers and/or their private passenger cars to the Republic of Lithuania by passenger ships/ferries shall be prohibited, except for the ferry running on the route Kiel-Klaipeda-Kiel. At the submission of the Ministry of Foreign Affairs, in exceptional cases, a decision regarding permission shall be taken by the Government of the Republic of Lithuania.
As of 4 April 2020, 0:00, flights carrying passengers to and from the international airports of the Republic of Lithuania shall be performed only subject to an individual permission to operate issued by the Lithuanian Transport Safety Administration under the order of the Minister of Transport and Communications, having regard to the submission by the minister of Foreign Affairs.
A transit of persons returning to their country of residence will be allowed through the territory of the Republic of Lithuania without a necessary stop, in formed groups of persons or vehicles with ensured compulsory escort (convoy) of these groups from the entry into the Republic of Lithuania to the international border crossing points. The facilitated transit of persons through the Republic of Lithuania from the territory of the Russian Federation to Kaliningrad region of the Russian Federation and backwards will be carried out only at Kena railway border checkpoint and Kybartai railway border checkpoint under the conditions laid down by the Minister for Foreign affairs of the Republic of Lithuania.
Entry of cruise ships into Klaipėda State Seaport shall be prohibited.
There shall be no restriction on the movement of goods.
