The main task of care centers is to ensure that the guardians on duty, social caregivers, relatives of a child and adoptive parents would have an access to the necessary counseling, psycho-social, legal and other assistance in order to reach the good parenting and raising of a child.
Vilnius district family and child welfare centers and Vilnius district family and child crisis centers will function as care centers. Care centers will not only be the main place for advising people who want to take care of, adopt and set up families or become guardians, but they will be also promoting and evaluating the care process. Psychological, social and other counseling will be ongoing there, and they will be a key tool in the process of integrating childrens care.
In order to properly organize the care process, the guardian and adoptive parent training and counseling program will be intensively implemented at the centers. The program is characterized by a consistent and standardized system, which will select, evaluate and prepare families for care. The main objective of the program is the continued provision of assistance and cooperation.
Vilnius District Municipality, in order to successfully integrate children into adoptive families, will develop standards of care that will ensure the proper conditions for the development of a child. The main tools will be devoted to the full physical, emotional, mental, spiritual and social development of the child. In order to ensure the proper quality of childrens life, Vilnius District Municipality will develop co-operation between care centers, local communities, local authorities, social centers and other social service organizations. The municipality will ensure the availability of care center services and, if necessary, will establish more care centers that will carry out proper distribution of childcare or adoption.
