The main topic of the conference is – responsible public administration which is essential to in order to fulfil the changing society needs as well as to overcome economic challenges the countries are facing. 32 best practise case-studies from 23 EU countries are expected to be presented at the conference. Besides, scholar reports will be presented and discussions on actual topics of how to improve public administration will be arranged.
This conference is one of the most important events in the sphere of the public administration during Lithuanian Presidency of the EU Council, - maintains Minister of the Interior of Lithuania Dailis Alfonsas Barakauskas. In his words, the purpose of the event is to create opportunities for sharing best practises among Lithuanian and European public administration institutions as well as to encourage them to be more active in following and implementing innovations.

Following the existing tradition, the European Quality Conferences are organised every second year in the country which chairs the EU Council. During the 6 recent conferences (2000-2012) 333 best practise cases were presented and Lithuania's input was 10 of them. For example, at the 6th Conference organised by Poland in 2011, Lithuania introduced two projects, prepared by Communication Regulation Authority and National Health Insurance Fund.
