The meeting will be divided in to three sessions which will cover the most pressing issues. During the first session, delegations will be introduced with the Commission's report on the progress on the specific measures set in the September 2011 Communication and November 2011 Council conclusions on strengthening the external dimension of the EU energy policy. During the second session will be dedicated to discuss if the completion of the EU internal energy market by 2014 is on track. Ministers will be encouraged to name the missing elements and propose the appropriate measures to complete the EU internal energy market on time. At the final third session the Commission will present the results of the public consultation on Green paper on 2030 framework of the EU climate and energy policies which ended on July 2, 2013. A broader discussion is not foreseen, though the Ministers will have an opportunity to react and express their stance.
