In an interview with the Ziniu Radijas news radio on Tuesday, she said the government should step up fight against corruption in order to encourage people not to leave.
"We need to think about job creation, especially in regions," the presidential adviser said.
While creating tax concessions, ways should be found to direct investments to the country's regions, Antanaviciene said.
She also called on the government to step up fight against corruption as, in her words, around a quarter of Lithuania's economy is "in the shadow."
The level of emigration grew considerably in late 2010s following the recession. Emigration rates fell slightly later before recovering in 2015.
Figures from the Statistics Lithuania, the country's statistics service, show that Lithuania now has a population of almost 2.9 million.
