'We welcome your active position in defending rights of national minorities with a view to ensuring their meaningful participation in elections. As noted in our past reports, we concur that the review of electoral constituency boundaries should be based n broad and inclusive discussions with all relevant stakeholders. We also stressed that the lowering of the electoral threshold for minority parties could increase their chances to obtain parliamentary seats, enhancing their representation. Providing voters belonging to national minorities with information and other official election materials in minority language could also considerably facilitate their effective participation in and d understanding of the electoral process,' the response of OSCE representative Michael Georg Link says.
However, the OSCE representative underlined, that the organization does not have a mandate to compel the State to implement the recommendations. Nevertheless, OSCE will continue to support efforts to bring legislation and practice in closer compliance with international standards for democratic elections.
