The candidacy of R. Masiulis was proposed by the Lithuanian Prime Minister Algirdas Butkevičius.

R. Masiulis was the general director of the company 'Klaipėdos nafta' since 2010. The company is responsible for the implementation of building liquefied natural gas terminal. Previously R. Masiulis also worked in international auditing companies; was the director of a company providing financial services.

R. Masiulis obtained a degree in Economics in University of Vilnius. He also has obtained a degree of Bachelor of Political Science and International Relations.
