Marking the International Day for the Eradication of Poverty, President Metsola said that far too many people still do not have access to food, water, clothing, shelter, education or healthcare. The COVID-19 pandemic and Russia’s war against Ukraine are pushing millions into poverty, and the Parliament must work to counter this, she added.
Speaking of the murder of investigative journalist Daphne Caruana Galizia five years ago, President Metsola said that since then, the Parliament has called for justice, for respect for the rule of law and for media freedom, and has legislated and demanded answers. Grief must be channelled into determination to ensure better laws for all and justice for the stories that Daphne Caruana Galizia died to bring to light, she added.
The President recalled that 16 October marks the anniversary of the death of Samuel Paty, a teacher who was assassinated by people who try to undermine our way of life. We honour his memory while redoubling our efforts against those who spread hatred, she said.
Referring to the murder of two people in Bratislava, President Metsola said the LGBTIQ community must be safe and that the Parliament will keep fighting for this.
With a human rights sanctions package against Iran adopted today, the President paid tribute to the brave and defiant men and women in Iran. These sanctions will hold accountable those responsible for brutal crimes against demonstrators, said the President.

Changes to the agenda
The President has received two requests for urgent procedure, pursuant to Rule 163, on the following legislative files:
Specific provisions for the 2014-2020 cooperation programmes, following programme implementation disruption, and
Proposal for a Decision of the European Parliament and of the Council on the non-recognition of Russian travel documents issued in occupied foreign regions
The votes on these requests will be taken on Tuesday. If adopted, the votes will be held on Thursday.
Monday
A Commission statement on “FRONTEX's responsibility for fundamental rights violations at EU's external borders in light of the OLAF report” is added as the third point in the afternoon. As a consequence, the sitting is extended until 23.00.
Tuesday
Council and Commission statements on “Growing hate crimes against LGBTIQ people across Europe in light of the recent homophobic murder in Slovakia” are added as the third point in the afternoon after the Question Time to the Commission. This debate is wound up with a resolution, to be put to the vote on Thursday. As a consequence, the sitting is extended until 23.00.
The debate on “Continued internal border controls in the Schengen area in light of the recent ruling by the Court of Justice of the European Union (C-368/20)” will be held as the fourth point in the afternoon.
The points on the oral questions on “UN Climate Change Conference 2022 in Sharm-el-Sheikh, Egypt (COP27)” and the Council and Commission statements on “Impact of Russian invasion of Ukraine on migration flows to the EU“ will be taken only by the Commission.
Council and Commission statements on “Recognising the Russian Federation as a state sponsor of terrorism” are added as the last item in the evening. The debate is wound up with a resolution, to be voted on during the in 21-24 November session.
