On 30 June 2014, Lithuania, Greece and Ireland completed their work in the Presidency Trio, but both the Lithuanian Ministry of Foreign Affairs with its diplomatic missions and the Seimas are intensively transferring the Lithuanian Presidency experience not only to the first-time future Presidencies of Latvia and Estonia, but even to Eastern Partnership countries that have no EU membership prospects yet, as well as to the old EU Member States," said Gediminas Kirkilas, Deputy Speaker of the Seimas and Chair of the Committee on European Affairs, at the Committee meeting on 2 July 2014, where the Ministry of Foreign Affairs unveiled the Lithuanian Presidency Report for 1 July – 31 December 2013.
According to Kirkilas, Lithuania's most outstanding achievements lied in EU legislation and EU economic and financial governance as well as in the area of creation of the banking union and improving energy security. "Strong and consistent positions of Lithuania and concentrated diplomatic measures have also had an impact on the signing of the EU Association Agreements with Ukraine, Georgia and Moldova," he said.
The Presidency Report notes that during the Lithuanian Presidency of the Council of the EU in the second semester of 2013, agreement was reached on 147 legislative and 234 non-legislative acts, leading to the adoption of 47 conclusions of the Council of the European Union on various EU policies. Lithuania coordinated the work on 428 legislative and non-legislative acts in total.
Lithuanian ministers and vice ministers presided over 39 meetings of the Council of the EU. Nearly 1,200 working group and committee meetings of the Council have been organised. Lithuanian ministers and vice ministers participated in plenary session debates of the European Parliament (EP) and committee meetings over 80 times. A total of 471 tripartite talks were arranged. Vilnius hosted the Conference of Speakers of European Union Parliaments, 3 EP political groups and 7 EP committees.
The Presidency schedule of meetings was fully implemented. Lithuania hosted about 300 meetings, including 22 high-level meetings. The meetings were attended by 45,000 local and foreign visitors. Heads and senior officials of EU institutions, international organisations, EU Member States and other countries visited Lithuania. The meetings in Lithuania were covered by 1,800 media representatives.
The Presidency team consisted of 1,500 persons. Other additional members of the Presidency team amounted to 1,000 and represented 77 institutions. A total of 1,903 civil servants took part in specific pre-Presidency training.
The Presidency Report consists of five chapters. They focus on the implementation of the Presidency Programme, planning and organisational aspects, communication, meetings in Lithuania, and the parliamentary dimension.
