The law establishes legal provisions for the development of the metropolitan railway, which is a new and distinct type of transport system.
The legal act also provides for the planning of the metropolitan railway systems and implementation of the metropolitan railway project, as well as the functions of and the relations between the Government, municipalities that develop metropolitan transport, investors, and companies running metropolitan railway projects.
The projects of the metropolitan railway may be implemented either by a municipality or a company controlled by a municipality, or under the public and private partnership agreement, or by means of concession.
