Under the common security and defence policy, heads of state and government will discuss how to develop the capabilities and increase the visibility and effectiveness of the Union's security and defence policy, and how to strengthen Europe's defence industry.
Concerning economic and social policy, they will take stock of the economic situation, in particular the completion of the banking union and partnerships for jobs, growth and competitiveness. They will also address the compact for growth and jobs with focus on youth employment and financing of small and medium sized enterprises.
Leaders will also discuss migration, enlargement and external relations issues, including the Eastern Partnership.
