It was made clear by Yanukovich, that additional financial support from EU is needed (the request was for 20 billion euro), because the deal would cause certain risks to Ukraine's agrarian sector. According to Yanukovich, it would be considered as a part of preparations for signing the agreement. The government underlines its will to sign the agreement as soon as possible but there is a priority: to ensure that losses of Ukrainian economy will be minimized. There is a fear of, for instance, difficulties in the farming industry and that is why Ukraine is seeking for compensation. However, EU is stressing that negotiating the agreement itself is out of question but it is ready to discuss ways of implementing it.
At a plenary sitting of the European Parliament in Strasbourg on December 10th during the discussion of the Ukrainian issue European Commissioner for Enlargement and European Neighbourhood Policy Stefan Fule has said that EU is ready to provide financial assistance programs to help Ukraine implement the agreement.
One more reason not to sign the agreement is the fact that EU has not cancelled its visa requirements for citizens.
