In the Resolution, the Seimas welcomes the decisions of the NATO Summit in Warsaw dispelling doubts over allegations that NATO membership of Central and Eastern European countries is not fully-fledged. The document stresses the importance of bilateral and regional cooperation for successful implementation of the summit decisions; emphasises the importance of promoting and jointly developing the transatlantic relations because a strategic partnership with the US is the guarantee of security of the Nordic-Baltic and Central European states; and encourages continuation and development of strategic inter-parliamentary dialogue between Lithuania and Poland based on the principle of mutual respect for sovereignty.
The Resolution invites Poland to continue the implementation of the LitPol Link and GIPL energy projects with Lithuania in a targeted way in order to ensure the operation of the power system of the Baltic states in synchronous mode with continental European networks. This would translate into greater security of gas supply as well as competition in the regional gas market, thus solving the problem of energy isolation of the Baltic countries. The Resolution also encourages Poland’s greater engagement and continued joint work towards smooth implementation of Rail Baltica as a strategic infrastructure project of all the Baltic countries.
With the Resolution, the Seimas calls on Poland to support Lithuania’s international initiatives against the construction of an unsafe nuclear power plant in Astravyets, Belarus, while stressing that the lack of energy security is a key factor allowing Russia to retain the European region in the Russian sphere of influence.
The Seimas suggests that the Polish Government could formulate, in cooperation with regional partners, an ambitious vision of the Eastern Partnership based on offering a prospect of fully-fledged EU membership to the most advanced Eastern Partnership countries, while bearing in mind that the success of reform under the Association Agreements with Ukraine, Georgia and Moldova will also depend to a large extent on the EU’s political focus and provision of increased financial incentives.
The Resolution of the Seimas encourages the Lithuanian-Polish cooperation in international contexts in order to evaluate the crimes of Communism and National Socialism.
In view of Russia’s actions after the Polis presidential plane crash in 2010 and Russia’s refusal to return the plane remains to Poland, the Seimas calls on the Russian Federation to cooperate fully with the competent authorities of the Republic of Poland in the process of renewed investigation into the crash.
