V.Umbrasas graduated Vilnius University, Faculty of History. He worked at the Seimas of the Republic of Lithuania in 1991-1997, in 1997-2004 was the advisor to the Minister of National Defence, in 2004-2008 - advisor to the President of the Republic of Lithuania, representative to the Seimas and the Government. After that V.Umbrasas worked as the Vice Minister of National Defence for Defence Policy and International Relations in 2008-2012, he was appointed and worked as advisor to the Foreign Minister at the Consulate General of the Republic of Lithuania in Kaliningrad (RF) in 2013-2016 and was the interim Consul General of the Republic of Lithuania in Kaliningrad in 2014-2015. Before the current appointment V.Umbrasas was the advisor on Latin America, Africa, Asia, and Oceania to the Ministry of Foreign Affairs.
V. Umbrasas is the holder of Medal of Independence of Lithuania, Commemorative sign of the President of the Republic of Lithuania for personal contribution to the development of Lithuania’s trans-Atlantic relations and person input into the Presidency of the Council of the European Union in 2013, National Defence System of the Republic of Lithuania Commemorative Medal of Lithuania's Accession to NATO, National Defence System Medal for Meritorious Civilian Service, and other decorations.
