The Senior Expert Group was assembled to ensure all necessary military capabilities are available to NATO headquarter at the time they are needed. The experts will be advising NATO Secretary General and the North Atlantic Council on possible improvement to the management of NATO’s common funding resources.
NATO common-funded budget amounts to approx. annual EUR 2.5 billion. Lithuania is among the recipients of financial resources from the NATO Security Investment Programme on an annual basis to implement NATO projects here.
The Group of thirteen comprises generals, experienced counsellors, and high-level representatives from NATO Defence Ministries. The final version of the Group’s advice will be approved at the NATO Defence Ministers meeting in June 2017.
The Group includes experts from Bulgaria, Canada, France, Greece, Italy, Lithuania, the Netherlands, Norway, Poland, Portugal, Turkey, UK, and the United States.
The NATO Summit in Warsaw in July 2016 decided to improve management of the common-funded NATO resources and the Senior Expert Group was assembled in October as a result.
Sigitas Dzekunskas was in the lead of the MoD Procurement Department from 2003 until being appointed as resources advisor to the NATO Resource and Planning Council at the Permanent Lithuanian Representation to the North Atlantic Council. In 2009 he was elected to chair the Board of Directors of the NATO Maintenance and Supply Organisation, held other positions concerning resource policy and management.
