In accordance with the amendments to the Law on Support for Employment submitted by the President, it is proposed to grant individuals aged 16 to 29 the right to enter into traineeship contracts with an employer independently, without any mediators. Total duration of such practical training will be up to 4 months per year. At present, young people can carry out their apprenticeship or traineeship only in enterprises or organizations with which an educational institution has signed a tripartite contract.
Statistics show that over 70 % university students are themselves looking for practical work placement as universities have not entered into sufficient number of tripartite training contracts thus failing to ensure placements for all who seek traineeship.
Currently, a student who has found the place for his practical training independently is not insured against accidents at work and occupational diseases covered by social insurance. Therefore, the President is submitting amendments to the Law on State Social Insurance and the Law on Health Insurance proposing to insure young independent trainees against accidents at work as well as to provide social insurance against occupational diseases and health insurance from the state funds.
Based on recent data, youth unemployment in Lithuania is more than twice the overall average of unemployment - at present in our country 21.2 % young people are jobless while the overall unemployment rate is 12.5 %.
