Under the newly adopted provisions, members of the European Parliament, municipal mayors and members of municipal councils will not be allowed to sit in the councils of higher education institutions. This ban will apply to those members who will be elected to the councils of higher education institutions after the entry into force of the Law.
Under the current provisions of the Law on Higher Education and Research, the President of the Republic of Lithuania, members of the Seimas and the Government, civil servants of political (personal) confidence, staff of higher education institutions who are under the direct authority of a rector (director), as well as heads and deputy heads of establishments, enterprises and organizations in which a respective higher educational institution has at least 50 percent of the votes in the general meeting of participants of the legal entity, may not serve on the councils. Members of the senate (academic council) are not eligible to become members of the councils of higher education institutions, either.
