PSO component in electricity price for 2015 paid by all electricity consumers is 1.642 euro ct/kWh. The preliminary study revealed that the existing scheme for provision of PSO in Lithuania is not sufficiently transparent, while decisions on designing of these services are made without the needs analysis.
The reduced PSOs costs would allow to respectively reduce the final electricity price for consumers. Therefore it is essential to analyse the PSO register in terms of need for one or other service and to clearly describe their benefits for the public.
The Ministry of Energy has made a commitment to draft amendments to the Law on Electricity in the light of developments in electricity market and in order to reach a clear and transparent collection, payment and administration of PSO funds.
Furthermore, by the end of 2015, the Ministry has to update a draft National Energy Strategy ensuring the cost-optimal and user friendly provision of energy resources.
Public service obligations (PSOs) are defined as development of renewable energy resources, cogeneration (joint generation of heat and electricity), ensuring the security of energy supply and system reserves, optimization of electricity grids, management of radioactive waste, and financing of strategic energy projects.
