“In setting up Lithuania’s accessibility and flight map, independent external experts should facilitate the selection of an optimum long-term and sustainable flight promotion business plan, which would enable Lithuania to ensure convenient communication by air transport to destinations that are most important for businesses and inbound tourism,” Minister of Transport and Communications Marius Skuodis said.
The proposed flight promotion model should ensure communication by air transport to a minimum of 10 destinations for the duration of at least 10 years. Among strategic destinations to be targeted are Paris, Amsterdam, Brussels, Berlin, Munich, Rome and other cities.
While developing the said plan, the experts are to analyse which target markets could be important for the segments generating the highest number of passengers within the next 5 years: inbound tourism, attracting and maintaining direct foreign investment, generating products and services export flows. It is planned to analyse no less than 10 target markets, at least 8 in the European Union, and to select a number of destinations for each of those markets taking into account the most suitable options for direct communication by air transport. It is also planned to make estimations as to the passenger flows by air transport for the next 10 years.
Based on the data of the said analysis, alternative flight promotion models will have to be considered in terms of systemic contribution to Lithuania’s strategic destination air transport needs.
Upon evaluating the market research data and alternative flight promotion models, the plan developers will have to provide detailed and consistent recommendations as well as the optimal model that would systemically contribute to matching the needs of target destination flights. Building on this model, a business plan is to be developed with a funding scheme for its implementation in mind.
The preparation and approval of the business plan for target destination flights is provided for in the implementation plan of the provisions of the Government’s programme.
