The provisions of these laws suggest systemic changes in the whole electronic communications market. First of all, the European Electronic Communications Code is to be transposed into the national law of Lithuania thus implementing the Directive of the European Parliament and of the Council establishing the European Electronic Communications Code.
Second, if we legalise eSIM starting 2023, we will become one of the first countries in the EU to enable the right for all service users to receive public communications services via embedded subscriber identification modules eSIM.
Third, it is proposed to adopt a reform of the RRT management, which could come into effect starting the beginning of 2022.
“The new Law on Electronic Communications will meet the characteristics of contemporary technologies and markets, a rapidly growing need for online services and high capacity 5G network, it will also ensure more efficient legal regulation of the electronic communications market, sustainable competition, accessibility to electronic communications services, security, as well as the rights and legitimate interests of the users of electronic communications services,” says Minister of Transport and Communications Marius Skuodis.
The Ministry of Transport and Communications, by bringing forward these amendments to law, also intends to determine a new RRT management model, so that the Authority would be managed by five members of Council collectively. The new management model for the Authority and the new appointment procedure for Council members would come into effect on 1 January 2022. Candidates to Council members would be selected according to the procedure established by the Government, which would guarantee that the selection procedure of Council members is transparent and meets the recommendations of international organisations, as well as the management model of other national regulatory institutions. The appointment procedure of Council members would remain the same.
The provisions of the LEC draft related to changes of the RRT management will create a more predictable, transparent and stable business environment where the set objectives can be achieved faster and more efficiently.
The amendments to law will come into effect once the Seimas of the Republic of Lithuania approves them.
