The Resolution also demanded that armed groups allow unfettered access to the crash site and ensure that its integrity is maintained, providing access to appropriate investigating authorities, the Special Monitoring Mission of the Organization for Security and Co-operation in Europe (OSCE) and the International Civil Aviation Organization (ICAO).
In an explanation of vote, Lithuania, co-author of the resolution, expresses concern over foreign-controlled armed groups impeding access to the crash site for the Ukrainian, international investigators and OSCE observers, a failure to hand over black boxes and inexplicable tampering with the evidence. Lithuania also reiterates that responsibility for the downing of Flight 17 lies with those who have been orchestrating an increasing flow of foreign fighters, heavy weapons and other military equipment into eastern Ukraine. The crime was committed as part of the armed aggression against Ukraine.
The plane crashed on 17 May in the Donetsk region, which currently is under separatist control, and resulted in the tragic loss of 298 lives.

On 21 July, the UN Security Council unanimously adopted a resolution condemning in the strongest terms the downing of flight MH17 in Ukraine and recognising Ukraine’s efforts to organise an international investigation into the incident.
