The Espoo Convention’s Implementation Committee Finds That Belarus Breached The International Convention

After considerations by the Espoo Convention’s Implementation Committee for nearly two years, the Committee issued a report on 15 April, finding that Belarus was not in compliance with the requirements of the Espoo Convention. The Committee found that Belarus had not informed in a timely manner the Lithuanian public and experts on the planned construction of a nuclear power plant.

The Committee also noted that Belarus had first chosen the construction site and then informed Lithuania. Thus Belarus breached the Espoo Convention.

The Implementation Committee of the Espoo Convention requested Belarus to provide detailed answers to all the questions raised by Lithuania and to take into account comments of the Lithuanian experts, as well as to ensure that the Lithuanian public is provided with possibilities for making comments on the construction of this nuclear power plant.

Belarus and Lithuania are requested to report each year to the Implementation Committee on the implementation of these recommendations.

In June 2011, the Committee received the submission by Lithuania, expressing concerns about compliance by Belarus with its obligations under the Convention regarding the planned construction of a nuclear power plant in Belarus.
