The Seimas priorities are annually adopted on the basis of reasoned conclusions of specialised committees. The individual proposals under the Work Programme are rated as highly relevant, relevant, and not very relevant judging by their degree of relevance to Lithuania. In addition, ex-ante evaluation of compliance with the principle of subsidiarity of the draft legislation is conducted.
The Committee on European Affairs and the Committee on Foreign Affairs singled out 15 highly relevant, 5 relevant and 4 not relevant proposals. The Committees expressed their conviction that the list of the Seimas priorities under the Commission Work Programme should not only bring together the initiatives singled out by the Committees, but also prioritise the proposals as highly relevant to the Seimas. The proposals may have a substantial impact on the key policy factors that ensure citizens' welfare, including the safety of Lithuanian citizens, their social inclusion and promotion of economic growth and competitiveness.
The Commission Work Programme 2016, No time for business as usual, includes 23 new initiatives. There is an intention to either withdraw or modify further 20 pending proposals that do not comply with the European Commission's political priorities, cannot be adopted, or have been excessively modified during the legislative process and no longer correspond to the original political objectives. These proposals are to be withdrawn within the period of 6 months, by the end of April 2016. The European Commission also plans to conduct 27 REFIT actions aimed at verifying the quality of the existing EU legislation.
The Commission Work Programme 2016 puts forward important legislative proposals on the strategic programmes adopted in 2015. In 2015, the European Commission set out its vision on investment, the Digital Single Market, the Energy Union, the European agenda on security, the European Agenda on Migration, the Capital Markets Union, the action plan for more fair and more efficient corporate taxation, the new trade strategy, as well as the newest proposals to consolidate and deepen the Economic and Monetary Union.
