The construction of individual houses accounted for 98% of all permits issued. Building permits were issued for the construction of 2372 individual houses with useful floor area of 357.5 thousand m2, i.e. by 46.4% more than in IV quarter 2014. Building permits were issued for the construction of 74 blocks of flats with useful floor area of 136.6 thousand m2, i.e. 2.2 times more than in IV quarter 2014.
In IV quarter 2015, 485 building permits were issued for the construction of non-residential buildings, i.e. by 3.2% more than in IV quarter 2014. Their total floor area amounted to 499.6 thousand m2, or by 30.9% more than in IV quarter 2014. In terms of the total floor area, the largest share of building permits issued were those for the construction of industrial buildings and warehouses (30.3%), trade and catering enterprises, hotels (19.1%), offices (17.3%).
In 2015, 8113 building permits were issued for the construction of residential and non-residential buildings. 6192 building permits (76.3% of the total number of building permits) were issued for the construction of residential buildings, i.e. by 4.2% more than in 2014. Building permits were issued for the construction of 6972 individual houses, 178 blocks of flats and 2 hostels. 13706 dwellings will be equipped in 7150 residential buildings; against 2014, the number of dwellings whose construction was authorised increased by 18.6%.
The number of building permits issued for the construction of non-residential buildings increased by 0.4%. The total floor area of such buildings amounted to 1661.8 thousand m2, i.e. by 13% more than in 2014. In terms of the total floor area, the largest share of building permits issued were those for the construction of industrial buildings and warehouses (26.9%), buildings of trade and catering enterprises, hotels (23.3%).
According to the data of IS Infostatyba, in IV quarter 2015, 2340 residential and non-residential buildings were completed in the country, i.e. by 35.3% more than in IV quarter 2014. 3776 dwellings with useful floor area of 405.2 thousand m2 were equipped in 1890 residential buildings, i.e. by 50% more than in IV quarter 2014. In IV quarter 2015, against IV quarter 2014, the average useful floor area of a dwelling in an individual house remained almost unchanged, yet decreased in a block of flats – 9.5%. 5 hostels with the useful floor area of 3.5 thousand m2 were completed.
In IV quarter 2015, 51.7% of all dwellings completed were located in Vilnius county, 17.1% – Klaipėda county, 16% – Kaunas county, while in Tauragė and Utena counties – only 1.1 and 1.4% respectively.
In IV quarter 2015, 450 non-residential buildings were completed in the country; the total floor area thereof amounted to 406.6 thousand m2, i.e. by 69.2% more than in IV quarter 2014. In terms of the total floor area, the largest share of non-residential buildings completed fell within other buildings (107.4 thousand m2), industrial buildings and warehouses (107.1 thousand m2).
In IV quarter 2015, 44.8% of all non-residential buildings were completed in Vilnius county, 14.9% – Klaipėda county, 12% – Kaunas county.
In 2015, 7000 residential and non-residential buildings were completed in the country, out of which 5707 (81.5%) residential buildings. 10177 dwellings with useful floor area of 1168.8 thousand m2 were equipped in 5683 residential buildings, i.e. by 28.8% more than in 2014. 24 hostels were completed. Against the respective period of 2014, the number of residential buildings completed increased by 28.1%, that of dwellings completed – 33.5%.
In 2015, the construction of individual houses predominated in the country. Dwellings equipped in the individual houses accounted for 60.1% of the total number of dwellings completed. The average useful floor area of a dwelling in individual house amounted to 152 m2, in blocks of flats – 58.8 m2.
In 2015, 1293 non-residential buildings were completed in the country; the total floor area thereof amounted to 1203.8 thousand m2, i.e. by 45.6% more than in 2014. In terms of the total floor area, the largest share of non-residential buildings completed fell within industrial buildings and warehouses (369.5 thousand m2) and other buildings (227.8 thousand m2).

A building permit – a permission to build a new building (buildings); a permission to reconstruct a building (buildings); a permission to renovate (modernize) a building (buildings); design documentation of construction which has been given a written approval of an authorised civil servant (authorised civil servants); a written consent for construction given by the owner (owners) or the holder (holders) of a land plot or adjacent land plots; a permission to continue the suspended construction.
A building is considered completed when, in accordance with the established procedure, the statements of completion of construction and the declarations on the completion of construction in compliance with design solution are drawn up. The date of signing a statement or a declaration is considered as the date of completion of construction.
