The EU leaders will assess the progress of the Brexit talks as well as the progress of the ongoing debate on the agreements reached in July on the final adoption of the EU's multiannual financial perspective.
On 11 December, the Eurogroup report on the reform of the European Stability Mechanism and progress in development of the EU banking union and capital markets union should be discussed.
