He pointed out that Russia aimed to redraw the boundaries of Europe, which was exemplified not only by the occupation of Crimea, but also by the so-called illegal "treaties on alliance and integration", which Russia had signed with the occupied regions of Georgia - Abkhazia and the Tskhinvali region (South Ossetia). Lithuanian-Ecuadorian Memorandum of Understanding on Bilateral Consultations signed2015-09-06, 10:10On 3 September 2015, in Vilnius, Andrius Krivas, Vice-Minister of Foreign Affairs of the Republic of Lithuania, and Mario Guerrero Murgueytio, Ambassador of the Republic of Ecuador, signed a Memorandum of Understanding on the Establishment of a Mechanism for Bilateral Consultations. Neris Germanas, Vice-Minister of Foreign Affairs, took part in a traditional meeting of Nordic Baltic Foreign Ministers on 2–3 September 2015 in Copenhagen where topical matters of regional security, relations with Russia, situation in Ukraine, the Eastern Partnership, strategic communication and other topics on the international and the EU agenda were discussed. President Dalia Grybauskaitė met with NATO Secretary General Jens Stoltenberg. During their meeting, the President and the Secretary General discussed Alliance's further actions to strengthen regional security and preparations for the NATO summit scheduled for next July in Warsaw. This is the second visit of the NATO Secretary General in Lithuania in recent years. On 2 September 2015, Linas Linkevičius, Minister of Foreign Affairs, hosted a meeting with ambassadors of the EU Member States residing in Lithuania to discuss the priorities of the Luxembourg Presidency of the Council of the EU and to address some of the most relevant EU challenges at the moment: situation in Ukraine, migration and relations with Eastern Partnership countries and Russia. On 31 August, Lithuania's third Honorary Consulate in Belgium was opened in the premises of the Hainaut Chamber of Commerce and Industry, which is located in Charleroi, a city in Wallonia, Belgium. European Commission First Vice-President Frans Timmermans and Commissioner for Migration and Home Affairs Dimitris Avramopoulos visited Calais, alongside French Prime Minister Manuel Valls and Minister of Interior Bernard Cazeneuve. A Greek government request for EP involvement in the regular review of the country's third loan programme is to be discussed on Thursday at a meeting of the President and political group chairs. In the committees, members are to discuss migration and vote on the use of genetically modified food and on the next year's EU budget. Parliament's political groups also prepare for the plenary, including Commission president Jean-Claude Juncker's first State of the European Union speech and debate.
