Following the LRA reform from a budgetary to state-owned enterprise, a board was established in September 2020. However, a new selection procedure had to be initiated after two of its members resigned.
Two new board members were selected by way of public competition. They are to commence their work shortly. Representative of the Ministry of Transport and Communications Agnė Amelija Mikalonė joined the board members in March.
“The renewed Board is entrusted with the task of strengthening the team of Lithuanian Road Administration by facilitating smooth and timely implementation of strategic projects and ensuring the highest standards of transparency. It is extremely important that the funds for the Road Maintenance and Development Programme are invested efficiently and all projects are implemented in a transparent manner and clearly defined order of priority,” Minister Skuodis said.
One of the goals of LRA is to ensure sustainable, safe and convenient passenger and freight mobility via national roads, develop new and improve current road and pedestrian and cycling route infrastructure. LRA is also responsible for strategically important projects, such as an electronic (remote) road tolling system to be launched in early 2023, reconstruction projects of Via Baltica and Vilnius–Utena express roads, planned reconstruction of the national road Kaunas–Prienai–Alytus section Kaunas–Prienai.
Saulius Barauskas, is Director of Vilniaus vystymo kompanija, UAB, former CEO of Vilnius kogeneracinė jėgainė (combined heat and power plant), UAB (part of Ignitis group), where his responsibilities involved the development and implementation of a national-importance economic project. Barauskas, having 16 years of experience in the energy sector, is highly skilled in implementing corporate reorganisation, defining corporate activities, preparing long-term strategy and operation plans, implementing new regulation methods, initiating and implementing strategic projects.
Rūta Butautaitė Pivoriūnienė is Junior Vice-president of Nasdaq Vilnius Services, Head of European Market Operations and Customer Success. Before that, she had been working in different positions in Danske bank for over a decade. Her roles included Global Head of AML Transaction Screening and Monitoring, Global Head of Cash Management and Payment Operations, Transaction Banking Operations and her function also involved managing other units. The new member of the LAR Board has a Bachelor’s degree in Business Administration at Vilnius Gediminas Technical University, Master’s degree in Business Administration at Vilnius Gediminas Technical University and Vytautas Magnus University, and Executive MBA at BMI Executive Institute.
Agnė Amelija Mikalonė currently is Senior Advisor at the Ministry of Transport and Communications and a board member of Kelių priežiūra, AB, with extensive experience in strategic planning, good corporate management, strategic national infrastructure projects implementation. She has participated in the board and supervisory board activities of energy companies EPSO-G, UAB, Klaipėdos nafta, AB, SE Ignalinos AE, Amber Grid, AB.
Two previously elected LRA board members Vaidotas Balynas and Rūta Jakubauskienė continue their work.
SE Lithuanian Road Administration is planned to be reformed into a company limited by shares not later than by 2022.
