The Slovenian president: EU needs a new constitutional project

The EU needs a constitution to face the crisis, keep the peace and safeguard the welfare of European citizens, Slovenian president Borut Pahor told MEPs during his visit to Parliament on Tuesday 11 June. In his speech in the plenary chamber, Mr Pahor laid out his vision for Europe's future, adding that any new constitutional project should be put to a referendum to ensure the necessary legitimacy.

The Slovenian president warned MEPs that the Lisbon treaty would soon prove to be insufficient to defend the interests of the people they represented, arguing that the EU is fighting the economic crisis without the institutions and tools available to major countries.

"Cooperation guarantees peace and peace is the basis for welfare," he said, explaining the rationale behind his idea of a new legal and political framework that should lead to the deepening of European integration.He added that a good time to start work on this framework would be after next year's European elections.

EP president Martin Schulz said after the speech that Mr Pahor's ideas are likely to elicit different reactions.
